Simulator time does not count towards this qualification although it is highly recommended. The course is a minimum of 15 hours flying for a single engine aircraft and 16 for an multi-engine aircraft, of which 4 hours must be in a multi-engine aircraft, in addition to holding a multi-rating already. Added, the transit flight can be in controlled airspace where the safety of radar will keep you safe from other air traffic. The EIR allows the rating holder to take off and land in visual conditions (VMC) but the weather on the way might not be great. Often the cloud is low which would stop a PPL holder from flying to their destination. This provides holders the freedom to take-off in good weather, fly across the UK or Europe in poor weather in controlled airspace with commercial jet traffic and arrive at their destination safely, in good weather. The EASA Enroute IR (EIR) allows holders to fly as pilot-in-command in IMC (Instrument Meteorological Conditions) inside controlled airspace.
